Offhand, let's see:
Windows Movie Maker (fairly basic functionality, I use it at work)
Adobe Imageready (I believe has video editting capabilities) Turns out it's Adobe Premiere Elements. You can get it for free via torrents.
Correl Videostudio.
Or, if you really want to, Roxio Creator 2009. Those are essentially the best (or most easilly obtained) softwares for video editting.

Adobe Premiere pro 2.0.

That's what I use, and I think it's the best.
