Scientology not recognized as a religion in Canada

There's an article on page A21 of today's Gayzette that talks about the cult's financial mess in Belgium. It also says that Scientology is not recognized as a religion in Canada. My question is, does this apply to the provincial governments or is it strictly a federal thing? If the latter, is there any delicious federal rules on wages, etc that can be applied to the cult by a certain Anon who does not exist?

AFAIK Quebec always does its own thing and as a result is the only province to recognize the cult as a "religion" :/
